Roadie — Terraform Cloud + GitLab CI composition, over MCP

Roadie is a single static Rust binary that speaks MCP over stdio (and exposes the same verbs as a CLI). It collapses multi-step Terraform Cloud and GitLab CI runbooks into tight composition verbs, additive to HashiCorp's and GitLab's own MCP servers.
